At the Ninth Tokyo International Conference on African Development (TICAD), UN Secretary-General António Guterres delivered a powerful call for reform, declaring that “Africa is poised for progress” and must have a greater voice in shaping its future.
Speaking to leaders and development partners, Guterres emphasized Africa’s unique strengths — the world’s youngest population, vast natural resources, and a vibrant entrepreneurial spirit — as keys to building a more peaceful and prosperous global future.
He outlined five urgent priorities:
- Global Governance Reform: Africa must be represented in decision-making bodies, including permanent membership on the UN Security Council.
- Financial Justice: The international financial system is “unjust and unfair,” he said, calling for bold debt relief and structural overhaul.
- Value Chain Investment: Africa must add value to its raw materials, create decent jobs, and leverage the African Continental Free Trade Area.
- Renewable Energy Equity: Despite vast potential, Africa receives only 2% of global investment in renewables. Guterres urged fair access and local benefit from critical minerals.
- Youth, Tech & Peace: Investment in STEM education, digital infrastructure, and peacebuilding is essential to unlock Africa’s future.
“Africa must benefit first and most,” Guterres said, urging global partners to co-create solutions rooted in mutual respect and shared responsibility.
TICAD, co-hosted by Japan, the UN, UNDP, World Bank, and African Union Commission, runs from August 20–23 and has championed African development since 1993.
