Luxembourg The European Union and the Republic of Iraq convened the 4th EU–Iraq Cooperation Council in Luxembourg, reaffirming their commitment to a robust strategic partnership under the 2012 Partnership and Cooperation Agreement.

Co-chaired by EU High Representative Kaja Kallas and Iraqi Foreign Minister Fuad Hussein, the meeting brought together senior EU officials, including Commissioner Dubravka Šuica, to discuss key bilateral priorities and regional developments.

Core agenda items included:

  • Migration, trade, and energy cooperation
  • Democracy, human rights, and development
  • Regional stability, including Iraq’s relations with neighboring countries and the war in Ukraine

The EU praised Iraq’s constructive diplomatic role in promoting dialogue and de-escalation across the Middle East, and reiterated its support for Iraq’s sovereignty and territorial integrity.

Discussions also highlighted Iraq’s progress in civilian security sector reform, supported by the EU Advisory Mission in Iraq (EUAM Iraq), and preparations for the upcoming parliamentary elections on 11 November 2025. The EU emphasized the importance of a peaceful, credible, and transparent electoral process.

Iraq reaffirmed its shift from security-focused governance to economic recovery and investment, with EU backing for flagship projects such as the rehabilitation of historic districts in Mosul and Basra. The EU also pledged continued support through European Financial Institutions.

A key achievement noted was Iraq’s leadership in repatriating citizens from camps in North-East Syria, with the EU announcing a new €8 million support package to assist in reintegration efforts.

Both sides agreed to maintain regular institutional dialogue and expand cooperation across all areas of mutual interest.
