Brussels The European Union and Ukraine held their 4th Cyber Dialogue in Brussels, reaffirming their commitment to deepening cooperation on cybersecurity, digital resilience, and countering hybrid threats amid ongoing regional instability.

The dialogue brought together officials from the European Commission, European External Action Service (EEAS), and Ukrainian government, including representatives from Ukraine’s Ministry of Digital Transformation and National Security and Defense Council.

Key outcomes included:

  • Enhanced information sharing on cyber threats, incident response, and critical infrastructure protection
  • Joint training programs and technical exchanges to build cyber capacity
  • Alignment of Ukraine’s cybersecurity framework with EU standards and regulations
  • Support for Ukraine’s digital transformation and cyber defense, especially in the context of Russian aggression

The EU reaffirmed its political and financial support for Ukraine’s cyber resilience, including through the EU Cyber Capacity Building Initiative and the Digital Europe Programme. Both sides emphasized the importance of public-private partnerships and regional coordination to counter evolving cyber risks.

The dialogue also addressed disinformation, election security, and digital rights, with a shared commitment to upholding democratic values and protecting citizens online.

This meeting builds on the EU–Ukraine Association Agreement and reflects Ukraine’s strategic alignment with European digital and security standards as part of its broader EU integration path.
