The European Commission launched a public consultation to shape future policies on carbon dioxide (CO₂) transport and storage infrastructure and the development of CO₂ markets across the European Union.

The initiative aims to gather input from stakeholders including industry, civil society, and member states—on how to accelerate the deployment of CO₂ networks and create a robust market for carbon capture and storage (CCS). This consultation is part of the EU’s broader strategy to achieve climate neutrality by 2050 and reduce industrial emissions.

Key topics include:

  • Designing efficient CO₂ transport systems across borders
  • Establishing transparent and competitive CO₂ markets
  • Supporting investment frameworks for carbon infrastructure
  • Ensuring regulatory alignment across member states

The Commission emphasized that building a reliable CO₂ value chain is essential for decarbonizing hard-to-abate sectors such as cement, steel, and chemicals. The consultation will remain open until December 2025, and its findings will inform future legislative proposals and funding mechanisms under the EU Green Deal.
