European Commission President Ursula von der Leyen met with Ukrainian President Volodymyr Zelenskyy in Brussels to discuss security guarantees, defense cooperation, and Ukraine’s path to EU membership. The meeting comes ahead of a high-level summit with U.S. President Joe Biden in Washington, where European leaders will further coordinate support for Ukraine.

Von der Leyen emphasized Europe’s commitment to Ukraine’s sovereignty and territorial integrity, stating, “Ukraine must become a steel porcupine—undigestible for any invader.” She welcomed proposals for NATO-style security guarantees and reiterated that Ukraine’s defense partnerships with third countries must remain unrestricted.

Key points from the statement include:

  • Security Guarantees: The EU backs robust defense commitments to protect Ukraine and Europe’s strategic interests.
  • Defense Industry Support: Through the SAFE instrument, the EU aims to strengthen Ukraine’s defense manufacturing, especially in drone technology.
  • EU Membership Path: Ukraine’s accession to the EU is framed as a long-term security investment.
  • Sanctions on Russia: The EU has adopted 18 sanctions packages and is preparing a 19th to intensify economic pressure.

Von der Leyen concluded by affirming that Europe will stand by Ukraine “for as long as it takes” to achieve a just and lasting peace.
