Doha, Qatar UN Secretary-General António Guterres stated that any international stabilization force proposed for Gaza must be authorized by the UN Security Council, emphasizing the need for legitimacy and alignment with long-term peace goals.
Speaking at a press conference during the Second World Summit for Social Development in Doha, Guterres responded to questions about the U.S.-led 20-point Gaza plan, which includes deploying a temporary international force. He stressed that any transition in Gaza must uphold unity with the West Bank and lead toward a two-State solution between Israelis and Palestinians.
Humanitarian Aid and Ceasefire Support
Guterres confirmed that the UN is actively working to dramatically scale up humanitarian aid across Gaza. He acknowledged U.S. efforts in encouraging Israel to ease restrictions, allowing more aid to reach civilians. He reiterated the UN’s support for a sustained ceasefire, linking Gaza and the West Bank under the authority of the Palestinian Authority.
Security Council Mandate Essential
While the U.S. is drafting a Security Council resolution on Gaza, Guterres clarified that the UN Secretariat is not involved in those discussions. He emphasized that any entity created in Gaza including a stabilization force must have a Security Council mandate to ensure legitimacy. He also highlighted the importance of training a Palestinian police force to support future governance.
Aid Operations Continue Amid Challenges
UN Deputy Spokesperson Farhan Haq reported ongoing humanitarian operations in Gaza:
- 80 truckloads of aid delivered on November 2, including food, winter clothing, and hygiene items
- Nearly one million people have received food assistance since October 13
- 210 metric tonnes of animal fodder distributed to herders
- 120,000 packs of fortified cereal collected to prevent child malnutrition
- Water and sanitation partners are rehabilitating wells in Gaza City
Despite congestion and logistical hurdles, the UN aims to double monthly food parcels for families in November.
