Rome Italian Prime Minister Giorgia Meloni addressed Parliament ahead of the European Council meeting scheduled for 23 October, laying out Italy’s strategic positions on key EU agenda items, including migration, economic governance, enlargement, and foreign policy.
In her address, Meloni emphasized the need for a “pragmatic and sovereign Europe” that protects its borders, supports economic competitiveness, and strengthens its global role. She reiterated Italy’s call for a robust European response to irregular migration, including stronger external border controls, partnerships with origin and transit countries, and a fairer distribution of responsibilities among Member States.
Key priorities highlighted in her speech:
- Migration and Security: Advocated for a binding European mechanism to manage migration flows and prevent secondary movements, while reinforcing cooperation with North African nations.
- Economic Governance Reform: Stressed the importance of fiscal flexibility to support investment and growth, especially in the context of the EU’s green and digital transitions.
- EU Enlargement: Expressed support for the accession of Ukraine and Western Balkan countries, provided they meet the necessary criteria, while calling for institutional reforms to ensure the EU’s functionality.
- Foreign Policy and Defense: Reaffirmed Italy’s commitment to Ukraine’s sovereignty, support for Israel’s right to self-defense, and the need for strategic autonomy in defense and energy.
Meloni also underscored Italy’s role in shaping a more assertive and cohesive Europe, capable of responding to global crises and safeguarding its citizens’ interests.
