In a major step toward deepening bilateral innovation, the United States and South Korea have signed a comprehensive Memorandum of Understanding (MoU) titled the U.S.-ROK Technology Prosperity Deal, aimed at accelerating cooperation across strategic science and technology sectors.

Key Objectives

The MoU, signed on October 29, 2025, outlines a shared commitment to usher in a “Golden Age of Innovation” by strengthening freedom, prosperity, and regional stability through technology. It emphasizes AI adoption, quantum innovation, space exploration, and research security as pillars of the alliance.

Artificial Intelligence Collaboration

The deal prioritizes joint efforts to:

  • Develop pro-innovation AI policy frameworks
  • Promote trusted AI exports across hardware, software, and standards
  • Advance AI-ready datasets and privacy-preserving data hosting
  • Align enforcement measures for emerging technologies
  • Foster digital wellbeing and education for children through initiatives like Fostering the Future Together

Space and Quantum Innovation

The agreement includes:

  • Continued collaboration on NASA’s Artemis missions, including a Korean cubesat rideshare on Artemis II
  • Development of the Korea Positioning System for GPS interoperability
  • Joint efforts to secure quantum supply chains and standardize quantum technologies

Biotechnology and Telecom Resilience

Both nations pledged to:

  • Strengthen pharmaceutical and biotech supply chains
  • Expand 6G research and build a trusted telecom infrastructure
  • Enhance research security by protecting critical technologies and intellectual property

STEM and Basic Research Exchange

The MoU supports large-scale bilateral projects and researcher exchanges to advance fundamental science, with backing from institutions like the U.S. National Science Foundation and Korea’s National Research Foundation.

Operational Framework

The MoU is non-binding and will be implemented through a Joint Committee Meeting mechanism. It allows for modification or discontinuation with 180 days’ notice and operates within national legislation and international obligations.

This strategic partnership marks a significant milestone in U.S.-Korea relations, positioning both nations as global leaders in secure, interoperable, and forward-looking technological ecosystems.
