Doha, Qatar Global leaders gathered at the Second World Summit for Social Development in Doha have adopted the Doha Political Declaration, a renewed pledge to fast-track efforts on poverty eradication, decent work, and social inclusion, aiming to realign global progress with the Sustainable Development Goals (SDGs) by 2030.
Urgent Call to Action
Three decades after the landmark 1995 Copenhagen summit, participants warned that inequality remains high, climate shocks are intensifying, and nearly 2 billion people lack social protection. The Doha Declaration calls for:
- Integrated action on poverty, employment, and inclusion
- Universal, gender-responsive social protection
- Equitable access to health and education
- Inclusive digital transformation and countering disinformation
- Policy participation for marginalized groups, including youth, older persons, persons with disabilities, and Indigenous Peoples
Voices of Leadership
UN Secretary-General António Guterres described the declaration as a “booster shot for development,” urging a “people’s plan” to reduce inequality and reform global finance. General Assembly President Annalena Baerbock emphasized that economic growth alone cannot end poverty, naming climate change as the “single largest obstacle” to social development.
Qatar’s Amir Sheikh Tamim bin Hamad Al Thani called social development an “existential necessity,” linking it to peace, stability, and support for Palestine and Sudan. ECOSOC President Lok Bahadur Thapa noted that over 800 million people still live in extreme poverty, vulnerable to even minor shocks.
From Consensus to Implementation
The opening panel, chaired by leaders from Montenegro and Kyrgyzstan, focused on turning commitments into action. Speakers called for:
- Fair taxation and global cooperation
- Decent jobs and digital transition support
- Taxing the super-rich to fund public services
- Youth-led policy engagement, with disability advocate Esther Nagtey declaring: “We are not the leaders of tomorrow – we are the changemakers of today”.
